Confused Illustration

Im kindof confused about the image in the book " H.P Lovecraft Road To Madness". The image in question is that of a deepone(looking thing) holding a baby... I dont quite understand it seeing as it come after the story "He" and before "Horror at Redhook". :|

I looked for like an hour last night and all I could find is that its by a guy by the name of John Jude Palencar...His shits awsome though
