I'm removing "The Picture". I just noticed that it is non-extant. I probably didn't notice it before because it comes just above "The Picture in the House". That leaves 48.

A few thoughts:

"Azathoth" is a fragment.
"Descendant" is a fragment.
"The Book" is a fragment.
"Herbert West" is a lesser work by HPL's own account.
"The Temple" is burdened by anti-German sentiment, however understandable.

Eliminating these would bring it down to 43.
