Sadly enough, squirrels are not only susceptable to rabies. The western United States is one of the regions of the world where the bubonic plague is still active, being carried by fleas on a variety of ground rodents. Squirrels are a common carrier.

Maybe the boy who was attacked dropped his shorts, and the squirrels were simply trying to take advantage of an opportunity to collect nuts.
