Cannot sync Outlook Calendar

I have had this issue for a year now. I have tried resetting sync history and other suggestions from the forums.
If I enter an event on iPhone it WILL show up on my Outlook calendar but not vice versa. If I enter an event in Outlook, it WILL NOT show up on my iPhone calendar.
Please advise.
